ComEd is one of the major utility companies in Illinois that is responsible for maintaining the power grid that delivers electricity to customers located in its service area. The cost of delivering the power shows up on the electric bill as the delivery charge or distribution charge and represents the regulated section of the electric bill. These charges are overseen by the Illinois Commerce Commission (ICC). A customer will not be able to switch to another utility company for delivery services. Given the logistics involved with the power lines, switching utility companies will not be feasible.
ComEd Energy Deregulation
The state of Illinois began the journey towards deregulation in 1997 with the introduction of “The Illinois Electric Service Customer Choice and The Rate Relief Law.” This was the beginning of energy choice, giving Illinoisans the option to choose an alternate electric supplier for the generation or supply services of the electric bill.
Before energy choice, the utility companies had a monopoly over the generation, transmission, and delivery services. If customers were not satisfied with the rates, there was little they could do to change. Opening up the energy market to outside competition has helped push down energy prices in the state. When energy suppliers compete, the consumers win.
ComEd Basic Electric Service
The Illinois Commerce Commission (ICC) requires ComEd to provide supply services to customers who decide not to switch over to a competing energy supplier. This is known as the ComEd basic electric service (BES). This rate is considered the default rate and is often referred to as the price to compare. Customers can use the basic electric service rate while shopping for energy suppliers. If an energy supplier is offering a supply rate that is lower than the basic electric service, then the customer will be saving money by switching.
Shopping for Electricity Rates
Switching to a competitive electric supplier for the supply charges can save you up to 10% or more on the electric bill. Energy deregulation has given more options to Illinoisans when it comes to choosing an energy plan. Energy suppliers that conduct business in the state of Illinois must be licensed by the ICC. The ICC website will include a full list of licensed energy suppliers that are eligible to provide supply services.

ComEd Energy Efficiency Programs
